We're running this process out in the open. This page explains how we're handling it, and gathers the official documents and records in one place so you can check things for yourself.

How we're running this

• Everything on the record. Open houses, workshops, and public meetings — with residents' questions and the City's answers documented and posted, so the full history is available to everyone.
• Information from the source. On the questions that matter most — power, water, and safety — we'll bring the utilities, the project applicant, and the fire district to answer directly, rather than relying on second-hand summaries.
• Studies up front, made public. We intend to require environmental (Phase I), traffic, utility, and noise studies — paid for by the applicant — and to publish them here.
• We deal with end users, not speculators. We focus on the companies that would actually build, own, and operate a facility — not brokers who option land to flip it.
• A public process for every project. Every use requires a Conditional Use Permit reviewed in public (Section 3), plus applicant-hosted public information meetings (Section 16). Nothing is permitted by-right.
• No surprises on cost. Developers fund the infrastructure their projects require and the City's review costs — see Why We're Considering It.
• No taking of land. The City will not buy property or use eminent domain; any transaction is private and annexation is voluntary — see the FAQ.
